Is it illegal to ship ammo from out of state?

Even if you ship it to an FFL? Gander Mountain and Bass Pro websites state that it is. Is it because they don't have brick and mortar store locations in the state?

It is not any more illegal then shipping a 10 round magazine to the state.
These companies are punishing us because they don't want to figure out our states messed up laws, they just make it easy on themselves and sell us nothing.
